News 8 is taking a closer look at disconnected youth and the school-to-prison pipeline. It’s a disturbing national trend where at-risk youth are funneled from schools to the criminal justice system, and it’s a crisis happening in Connecticut.
Gun violence is a pervasive crisis in Connecticut, destroying lives and impacting families, especially in inner cities. In Hartford, police say there have been seven homicides and 30 shootings with gunshot victims in 2023.

The Hartford Youth Service Corps helped to refurbish 130 computers to distribute to senior citizens and underserved Hartford residents headed to college. Our Piece of the Pie, CTOP grantee partner, partnered with Hartford Healthcare and the City to implement this program to improve outcomes for their young people.
“We want to change the culture around using a gun to settle the score. However, you know, people have to help us out, you know, there are just too many guns out there,” said Leonard Jahad, Connecticut Violence Intervention Program.
Four months after being appointed, Reuel Parks resigned from the violence prevention coordinator position.
“Engage them with relationships so that they can become ready, willing, and able to take advantage of education, workforce, and be better in life,” CEO of Compass Youth Collaborative Jacquelyn Santiago Nazario said.
Following one of the deadliest years on record for gun violence in Hartford, the city is looking to create a comprehensive crime prevention strategy to curb the bloodshed.
New Haven is working hard to catch up with the people that are committing violent acts before they become violent, through several community programs.
“The neighborhoods, the family, the school system, everyone. We have one singular incident and its just a ripple effect like a snowball throughout the community,” says Leonard Jahad, the executive director of the Connecticut Violence Intervention Program.
Compass Youth Collaborative CEO Jacquelyn Santiago Nazario, a Trinity graduate, also said it saddens her to think certain lawmakers are working against protecting children from gun violence.
Our Piece of the Pie President & CEO Hector Rivera said the new opportunity will allow them to be more responsive and more timely in the work they already engage in daily.
“It will go a long way. It will allow us to be more intentional, more aggressive,” Hector Rivera, Our Piece of the Pie President & CEO, said. “It will allow us to attach additional services to our current service packages like mental health, cognitive behavioral therapy.”
"We understand that hurt people hurt people, healed people heal people," said Jacquelyn Santiago Nazario, CEO at Compass Youth. "We're on the end of healing people so that they continue to heal others along the way."
Gun violence seems to be up across the nation and Connecticut; why not in Bridgeport?
Programs across the state that work to reduce gun violence in the streets are eligible to receive grant money they can use to better their programs.
“There are ‘mass shootings’ happening in our neighborhoods all of the time,” says Jacquelyn Santiago Nazario, the CEO of Compass Youth Collaborative, a nonprofit in Hartford aimed at helping at-risk youth. “Thankfully people aren’t always hurt, but you have to understand that even hearing those gunshots creates a ripple effect of fear and trauma within the community that is not easily remedied.”
COMPASS Youth Collaborative CEO Jacquelyn Santiago said Diego Lopez, the organization’s antiviolence team leader, brings a message of transformation to the Hartford youth he works with.
Standing at the rear entrance of the organization’s new office on Ledyard Street, COMPASS CEO Jacquelyn Santiago Nazario told the gathering that 89% of the roughly 200 youth in the program have lost either a family member or a close friend to gun violence.

As the weather warms up, community activists like Leonard Jahad worry gun violence will increase. Jahad leads the Connecticut Violence Intervention Program. He was at the scene hoping to talk to any kids in the neighborhood about the consequences of gun violence.
Leonard Jahad is with the Connecticut Violence Interruption Program. He said, “we have to do better. You can’t just get ready; we have to be ready. We have to be ready now.”
For his part, Rivera said in a statement that leading the nonprofit has “been a long-time aspiration of mine. But, to me, this is all about creating opportunities and better lives for the young people we serve.”
It had already been a violent week when Leonard Jahad got the news. He canceled an afternoon appointment and sprang into action. There had been yet another shooting near the Hamden-New Haven line, likely a homicide, and he needed to get to the hospital.
Every young person in Connecticut has incredible, innate potential. Yet 39,000 of our state’s high school-aged youth and young adults are at risk of not realizing that potential because they are disengaged or disconnected, which means they are less likely than their peers to graduate high school on time and connect productively with the workforce.
Leonard Jahad, the Street Outreach Worker program’s manager since 2015, has set up a new nonprofit, Connecticut Violence Intervention Program, Inc., that seeks to partner with Yale-New Haven Hospital and other municipalities on a stepped-up violence intervention program.
